A capital access programĀ (CAlCAP) in the California area, offers help to small businesses who need help with startup. Created in 1994, and run by the California Pollution Control Financing Authority (CPCFA). The program encourages banks and other financial institutions to make loans to small businesses that have difficulty obtaining financing.
